Actually, lots of road bikes have the angled top tube also. Its called "compact" geometry. My understand is that the reason that frame manufacturers use this style is because one size can be adjusted to fit more people this way, so they don't have to build the frame in so many sizes, thus lowering costs. On the other hand, most *custom* frames use a horizontal top tube, because they are sized perfectly for the rider.
