well, it will be interesting to read the 132 page report, but what's the lie? I don't think the report disputes that the multiple B samples tested positive, and I doubt it takes issue with whether those samples were Armstrongs. From the accounts I've seen, it takes issue with the lack of proper procedures being followed. It's clear he's not guilty under the rules, but it doesn't erase the facts. So the evidence doesn't rise to the level necessary to adjudicate him guilty, but it doesn't mean that it isn't likely that it happened.
and as a practical matter, it will be enough for the general american public, that is already willing to give Armstrong a pass. This is all about Armstrong's continued viabiltiy for commerical endorsements, and he's got the language he needs for that. Personally, I'm glad because Armstrong continuing as hero is good for american cycling. I'm just not naive enough to think this proves he never doped.
