If the alternative for drivers is pay parking, then the company is giving out a valuable perk, namely below-market parking costs. If only some employees drive to work, then they are unfairly favouring them with their largesse. The OP may or may not want to make a scene about this, but in fact he would have a valid case to ask for an equivalent subsidy for his transportation costs.
