No they aren't that light bu tthey would fit in the $500 budget.

Better bang for the buck would be the Swiss Threat wheels from Excel or the similar build from Mike Garcia.

Better weight for the buck will be the American Classic wheels though, at less than $600 for the set. $900 would get you a set of Nimble Fly clinchers which weigh in as low as 1367g (depends on spoke count).
