When you attach your shift cable to the derailleur, the chain has to be on the smallest chainring and the shifter has to be in the smallest chainring position (important). Pull the shift cable taut with a needle nose pliers and anchor it between the washer and the derailleur arm. You'll probably need to make some fine tuning cable tension adjustments with the barrel adjuster.
