My guess is that it's a '71. By the next year, the "Raleigh" label on the downtube was block print, not cursive, and the earlier ones (at least according to the 1970 catalog) had the older style headbadge. I have a bronze green model with pretty much the same features; a few variations are long Huret shift levers and Huret deraillers and a Brooks B5N saddle. The serial # is also on the left rear dropout and starts 200xxx (I'd have to take a look to get the rest of the numbers).
