I own a Calfee and a new custom lugged steel frame from a boutique builder (Jon Tallerico in N. CA). Calfee Luna is well within your budget but for custom you have to go Tetra, the bikes are geared toward racing geometries. Look has some excellent frames many styles ridden in the pro peleton.
For a custom, if you can meet with an experienced builder more than once it enhances the possibly of realizing your dream bike.
