Actually it does have a sloping top tube. It's a 48cm and with a frame that small to get something close to the right standover they have to slope the top tube when you stick with 700c wheels.
All CAAD 7's that are 54cm and under have a slightly sloping top tube. If you look at pics of Simoni's or Astrola's bikes you will notice it.
