I'm suggesting that the outer most travel lane does not neccesarily need to be wide enough for every possible vehicle. BTW; if one believes that BLs are actually in the traveled way (despite the definition of BLs), then the minimum lane width standard is already being ignored.

With the possible exception of the width, they'd just be ordinary traffic lanes.
