NO resistance necessary. I should think the permanent cancellation of this person's licence is the
least that should happen. I refuse to accept the "I didn't see them" argument without a more valid reason than anything presented so far. If this guy has a medical condition that prevents him from operating a motor vehicle safely than he shouldn't be doing it at all. Plain and simple.
Either way,
someone has been, at the very least, negligent, and at the most callous.
