Trouble with your querry is that most manufacturers hide their rim pressure data: Mavic only lists it for some rims on their website, Velocity doesn't make this info public on their website or downloadable catalog etc

Tire width also affects the max pressure rating of a rim. Pretty much all Mavic rims having the following max pressure rating:

TIRE SIZE MAXIMUM PRESSURE
mm bars psi
19 10.00 146.00
23 9.50 138.00
25 9.00 131.00
28 8.00 117.00

As most folks do not use 125PSI or above unless its for a specialised use, general purpose rims do not need to have a max pressure beyond this. Most tires you buy, unless they have a high TPI count, will not be rated higher than 125 PSI.

But if you really need high pressure rims, talk to your LBS, they should have the data in the component catalog or elsewhere.
