I think most bike shop's would do it for free if you went at the right time (not saturday afterenoon).

But they probably just use a miterbox and a hack saw, or that steerer tube aligner thingy if they're fancy. A fine dovetail saw, and a miterbox would probably do a good job aswell. I'd probably put some type of cutting lubrication on the blade to keep down on the dust and help get a cleaner cut without any heat, something like bostick's DRICOAT.
I seem to remember my old coach used to cut our canoe paddles down to size with just a hack saw and they were all CF.
