I honestly don't think that a little of the old smokey-smoke hurts driving ability one bit. Now, someone driving a big rig, I'd hope he would excercise more caution than the average stoner. But I would much rather be on the road with a good driver who is stoned than with a bad driver who is stone cold sober.
Where I live, I wouldn't even look twice if I smelled someone toking in their car or truck... Tons of people do it, it might even decrease road rage, and anyway, I have heard that there is no proof that marijuana affects driving ability. (A couple of misleading PDFA commercials overlooked that little fact, though).
I'd be much more worried about all the drivers with alcohol on their breath that you CAN'T smell.

Good enough in fact to cast aspersions and threaten the job of a stranger by reporting your unfounded suspicions to an employer.
