It sounds to me like the second motorist thought they could just follow what the first motorist was doing without taking the responsibility for actually looking and yielding to a cyclist that they should have merged with.

Since I also see on occasion following motorists at stop signs go through with a lead vehicle, to me this is just another sign of a lazy motorist trying to squeeze in a move.
