If the frame happens to have "traditional" forged steel dropouts with triangular holes, then you might try hitting up older bike shops for some Blackburn Custom Eyelets. There must be some out there still. If you like the sound of this, but need a visual aid to show them what they're scrounging for, I can take photos of mine for you.

from http://www.allterraincycles.co.uk/pr...php?pid=105042 The threaded aluminum part goes into the dropout's triangular cutout on the inboard side, and the black washer goes on the outboard side, and then the rack's "foot", and then the bolt. I'd use bolts that take a 4mm or 5mm hex key instead of that 3mm one, you want to get these pretty snug.
