-That look like it would flap in the wind alot. Which would probably lead to the sleeves bunching up and your whole side getting soaked.

-I am convinced "truly waterproof" + "breathable" = "unaffordable". especially for something I am likely to crash in and duct tape anyway. So my gues iss that after ten or fifteen minutes of real rain this would be soaked through even if the sleeves do prove worthwhile.
-Have you ridden in it yet? If not you probably should have waited to post until you had.
I think I'll stick with $50 cycling specific non-breathable rain gear for now. Yeah I sweat alot but the pit zips help some and at least I'm not soaked in ten minutes.
