Replace the wheel?

So I finally recieved my rear Ritchey WCS tubular wheel (originally the send me the clincher). I tried it on a bike, and (not exactly sure how to explain it). If I flip the bike and pedal with my hand, when I stop pedaling the freewhell doesn't really spin all that freely so while the wheel turns so is the free wheel which pulls on the chain. If I let go of the pedals, they continue to turn. If I stop pedal with my arm the chain visibly sags. Should I try to contact Ritchey and go through another 6 month of emails and hopefully get a correct properly working wheel, or can the hub be rebuild at a bike shop?
