Yeah, that's a little strange. It's possible the freehub is 9/10 speed. I'm not familiar with these parts, but it may be possible that you're supposed to use the wheel's washer PLUS the cassette washer.

On a Shimano hub, the 9-speed cassette doesn't come with, nor use, a washer. I wonder if Ritchey intends that you leave this washer on there for any cassette.
