1) rain gear....pants + jacket w/ hood. Buy some decent ones...they aren't cheap, but you really do get what you pay for. Shoe covers are nice too.

It's too warm. I'm north of Koffee in B'more and it's so warm that after 5 minutes in the rain I pull my arm warmers down.
For me, it's been worse in the mornings than the afternoon. Yesterday, I was sopping wet. This morning wasn't quite as bad.
My bike gear is not drying out completely before I go home, but at least it's warmer out by that time, even if it is still raining.
