Check the position of the cable where it is clamped to the rear deraileur. There is a tiny little groove that the cable must sit in or it becomes impossible to get proper shifting. The Campy rear derailleur manual (a PDF version is available on www.campagnolo.com in case you've lost the original paper copy) has a little diagram showing what the proper routing is.
