She must have been turning left from the right side of the street. The cyclist and the cop were both going in the same direction on the same street except that the cyclist was turning left and the cop was going straight through. The only way their paths could have crossed, given that the cop didn't just ram the cyclist from behind, is if the cyclist was to the right of the cop.
