I didn't post in your other thread, but there was not one single thing wrong with notifying your local law enforcement under either set of conditions.

I was driving to work Friday morning and got behind a pickup towing a boat at 5:45 in the morning that didn't have light one on the back of the trailer. When he pulled in to the only convience store in the immediate area for gas I was right behind him and let him know he had no trailer lights. I didn't tell him that I didn't call the cops, but I know what the truck and boat look like and if I see it on the road at night again with no lights I will be on the cell.

It's just a matter of safety for all road users.
