I weigh 155 and currently ride a 16 20 wheelset. Yeah, math's a bit off, but the DT Swiss spoke calc actually reads 1309g. Revolutions are plenty durable and this would be a race wheelset, so weight > durability. Radial in the front and 2x in the back would be fine.

I know someone makes a lighter tubular rim (aside from zip) that's less than $100. Mavic makes a 375 g tublar, but the velocity's are about half the price ($30 vs $60 for me)
