It's misleading. An ABS system falcutatively lightens the braking as the wheel starts to slip faster then any human is capable of. Skipping just alternates between skidding and not based on how fast you are going and your gear ratio.

Yes you can have poorly maintained crummy road brakes that don't work well but in general a decent caliper with good pads is going to work pretty well as long as it doesn't freeze up. The law however does not allow such brakes either it would appear. The fact is it is much easier for a person of average strength and proportions to use a handbrake then it is for them to skid. With the increasing number of inexperienced riders on the streets laws must be aimed at the lowest common denominator not what certain people are capable of.

Jurisprudence works best when laws are defined with a bright line that allows for easy and expedient enforcement... simply requiring a front brake provides this and for everyones safety.
