Are you sure it's ano? The bars look like they're powder coated (?... painted anyway) like the overwhelming majority of bars is. I don't think you can get off the lettering w/o damaging the paint. The brake levers are an easier target...try rubbing it off with some abrasive fabric. Reverse side of sandpaper, your old jeans, whatever. Then throw in alcohol/acetone if it doesn't work, repeat. You could resort to a scotchbrite pad if needed.

Edit: having such a bling handlebar and those pedals is an affront against the sport of cycling. Shame on you!
