i can't really tell from your description,
but you might've put the bearing retainers in backwards..
they're supposed to look like this:
otherwise, perhaps you just haven't found the perfect adjustment quite yet...
as far as repacking the bearings;
i can't imagine anyone needing to pull their cranks every coupel weeks..
