I nominate Alimosa, CO as the best place in the USA to attempt this. At 7500 feet elevation, the roads are dead flat. I once did a two 40-mile lap road race there. The elevation gain over the 40 mile loop was 20 feet (obviously, that was the elevation loss too).

The thin air should help overall speed a lot.
