That's an interesting point, because it indicates that the requirement originated in the Uniform Vehicle Code. If that's the case, and if cyclists disagree with the definition of "brake," then in addition to lobbying their state legislatures, they also need to lobby the organization that drafts the Uniform Vehicle Code.
