Go for it. This year in OR, we finally can legally pass on the right or legally ride directly in the flow of traffic even if a bike lane is provided, so efforts can pay off. Just be aware that it's an enormous amount of work and the outcome is not guaranteed.
In this case, I wouldn't count on success. Laws need to be practical and enforceable. Enforcement complications resulting from a pure performance standard would undermine support in the legislature. They have a zillion things to debate, so I wouldn't count on getting a lot of time or attention even if you were very well prepared.
