Those washers are side specific as I am sure you already know. They are also specific to the angle of the dropout slots. This is because the cassette joint, which is what Shimano has named the shifter cable support mechanism, must be oriented correctly to the axle in order for the shifting to function. It may be they have provided you with the incorrect washer for your dropout angle.
