I believe I've seen a few other Super Tourers with Altenbergers supplied from factory.

It is also very common to see them fitted with aftermarket drops - lightweight touring machines simply didn't catch on back then, and many were converted into road machines.

Is the fork crown of the lugged design, or one-piece a-la Professional MK-IV? One piece would have a chromed fork crown top and ends, so it is possible that the paint flaked off between these two spots...or it was a substitute part at the factory...or a later modification by the original owner.

Important point: If there was ever a model of Raleigh that you'll find modified more then any other, it's the Super Tourer. To find one that hasn't been tinkered with is a rare sight.
