I lived in San Diego for 8 yrs w/o a car. You can get just about anywhere by bike, plus the bus systems are set up to put your bike on them if you need. Bike lanes and a cyclist accepting mentality are the norm.

For absolutely beautiful scenic riding, make the trip to Cabrillo National Monument on Point Loma by bike. "Almost Heaven". I used to do this at least once a month.
