In french it means the "bread bag" because the french culture is much more into getting food daily from the market, and they then carry it in the bread bags on their bikes (french for bread is "pain" pronuonced paa with a bad nasal ending where you never really get to the "n" in pan). And to me, the saddle bag is the one that goes under the saddle. the ones on the side of the luggage rack are the pan-e-airs which probably should have a bad nasal ending, but this time I don't give it .
Hmmm... based on my experience (fluent in French, lived in France for a year in high school), the word "pannier" simply means "basket"
