If yes, then that to me is an improvement. There has been enough of letting riders swing out in the wind to wither away, while teams claim to be ignorant of their own rider's doping.

Make the teams accountable, as well. Let's see some penalties for them, too. The more accountability there is, the better. Teams claiming to 'not know' should know better with the money they are shelling out to represent sponsors in a positive manner.
