I guess that it really depends on what you mean by "meditation". If you mean that you get into a completely tranquil state and become one with the machine and all extraneous inputs are completely muted, then "Yes, I often meditate while riding my bike."
I quite often fall in that state while riding a fixed gear bike solo.
