You need to fix your brakes. Even in the rain, your brakes should not experience a near total failure. If you have steel rims, you should replace them with aluminum.

Pay attention to your surroundings and check the weather before you ride. If rain is likely, then prepare for it by bringing rain gear. If it really starts to pour, seek shelter and wait it out.
