No and no. Jetcoat said I could take it down to the frame but that they would sand-blast it anyways (I am still not 100% sure that they really did sandblast it) and Spectrum needs it down to the bare metal. It took me an afternoon to get the frame down to the metal with Poly-Stripper. If I ever get another frame powder-coated, I will go to Spectrum. I've had 3 frames powder-coated, the Ciocc twice, and so far, Spectrum has left me the most satisfied. They are really laid back as well but very nice and they quoted me $30 for the Colnago but dropped it to $20 when there was a slight blemish in the powder-coat. I didn't even notice it until they pointed it out.
