As with anything, it's always the bad ones that stick out in people's minds. I grew up in Cincinnati, OH, where the police were well-known for their abuses, small and large. Driving down a 35mph road at 70 with no lights/sirens, for instance, or turning on said lights/sirens just to get through traffic, then turning them off... it was a pretty common occurrence.
Granted, the pace car driver was an ass, but rather than letting it drop this guy decided he was going to use the law as his personal retaliation instrument without thinking.
