they measure center to top, so a 56 is actually a 54. i'm 6' and rode a 56 fuji track frame extrememly comfortably. it's not that stiff. you want stiff, get aluminum. i thought it was pretty comfortable.
Ya I rode the Giant Bowery and I kind of liked the stiff aluminum frame, felt surdy. Fuji guarantees the frame for its lifetime though, i like that
