You might try this: look for a vent hole in the fork blade (often down near the dropout on the inboard side of the blade), then inject some of that self-expanding foam insulation into it (the kind you use on your house) and immediately shake the fork to make sure the piece of metal gets stuck in the foam while it's still sticky.
