Truvativ Bottom Bracket - stiff action

Truvative, Gigapipe SL bottom bracket.

I had an LBS install said about 6 months ago. After removing the cranks, I noticed the spindle was not freely spinning. Stiff, but smooth action. I removed the bottom bracket and it spins freely. But when reinstalled into the bike (with recommended 25 to 30ft-lb of torque) same stiff action. It's smooth, but feels as if a seal is rubbing tightly around the spindle. I experimented a little, and as the first (drive side) cup was being tightened, the stiff action seemed to increase. I don't see how those thin aluminum cups could compress the bearings to form drag. Also, the threading is not tapered, so I don't know what is causing what I perceive to be a compressive force on the spindle.

Any ideas? Is this "normal"?
