To further chime in:
All my shorts are quite form-hugging. If they're big enough to have empty air-space anywhere, they're probably at least 2 sizes too big.
And you definitely don't want to wear anything under them. Kind of defeats the purpose.

Huh? I would have suggested shorts that are the correct size. Bibs are not magically immune to requiring the correct size.
