Hi,
looks good, a couple thoughts....
1) Chris King is overkill for the road. It will buy some bling points among the obsessed, but that's about it. In general, headsets are boring and reliable
and way cheaper. If you were making a major style statement that would be one thing, but we're talking Surly in a city. Nothing wrong with Surly, I'd love one for commuting, but the CK headsets belong on $3k bikes IMHO
2) You may need to change the stem to get the fit right, but you won't be able to do that until it's done.
3) Cinelli gel wrap is good stuff.
4) I am not a big fan of Avids, they squeal. Get the Shimanos. You can ask if
the shop has some used Shimano cantis in the parts box.
5) You might want to consider fenders; especially since you're getting a leather saddle if you plan on commuting in the rain. SKS are the ones to get.
6) I think the Ultegra BB is worth the extra $. If you can, compare them. Ultegra
is lighter and smoother.
7) Stick to your original plan and get a compact crank.
8) How tall are you, and what's the inseam on your pants.
9) Is that rear der a long cage? If it isn't I would suggest getting the Harris Century Special cassette. Roadies sacrifice low gears and pleasant riding on uneven terrain for close ratios. We commute and fart around. For this build I suggest getting fairly low gears. Close ratios are only a big deal if you are competing.
If you cruise up north (and you prob will, I'll be on the Kancamangus Highway in a couple days) then you will thank me the first time the road goes over a 8% grade.
10) If you want to br able to ride without clips, get Shimano PD-M324 SPD. I have some eggbeaters sitting in the cellar. They are an ok pedal that lacks lateral support. But they are so tiny they stink if you are using sneakers or shoes.
11) Shimano hubs can't be beat for the $$. Ultegra hubs are great. If they can survive my tender loving care, they take anything you will dish out. Any of their premium hubs... 105/Ultegra/Durace/LX/XT ... will be great.
12) Tubular tires require tubular rims, few people use those because they are such a pain when you get a flat. Since you want some flash, why not try Speedblends.
