Zipp makes 20 hole hubs.
Typically low spoke count wheels have components engineered to work together. When you try and take standard parts and do this type of thing it doesn't work out too well. Case in point spoke nipples. because a low count wheel has so fewer spokes each one must be at a higher tension. Standard nipple flanks don't take well to reefing on them at high tension and stripping them is very easily done. You would want hex head spoke nipples which present their own problems. 28 is low for track wheels.
