Replacing dropouts is such a simple task that I think that anyone proficient with a torch can do it. I'd buy a pair of dropouts on eBay and go offer a welder a case of beer to do the job. No matter how sloppy he gets with the brass, it can easily be cleaned up. You could easily make a jig to hold the dropouts in the correct orientation while they're being brazed.
