Usually when someone puts on their hazards it's to say thank you or I'm sorry. I think the driver realized what they did and was saying sorry.
I know if I cut someone off by mistake I'll put on my hazards to let them know it was unintentional. Truckers will put on their hazards if you let them get into your lane in front of you.
