the rub marks could be just a funny cleat position that makes contact when pedaling. If that is the case then it could happen in a short distance(at 90-100 rpms it would rub alot). the bike looks to just be dirty but someone that dosen't clean their bike before trying to sell it might not do to much (if any) PM on a regular basis.
