Texas Law States that if a Signal light is not functioning correctly you are to treat it as a stop sign.
How long do you wait? Your guess is as good as mine, I usaully wait along as I need to feel sure I cant trigger the light and that I can cross safely.

I am planning to come down to Texas to visit my cousin next year, and so I am very interested in this legislation.

If I come to a red light (driving is as good as biking and walking I suppose), the other side must be green. My worry is, if I wait for a few minutes and the traffic light is still solid red, and so accordingly, I treat it as a stop sign and goes through it. Out jumps a police officer around the corner and gives me a ticket, or worse still, some kids run out of the sidewalk and hit by me. How do I defense myself in court to prove that the traffic light is not working properly? Do I have to call the city engineering department and ask for their maintenance record? Anyone here get any court experience in this?

As a visitor to Texas. I would probably ignore the ticket.
