How is this a good thing? On my Shimano setups, if already in my biggest cog and I try to shift to a bigger cog, nothing happens. I don't want the bike to shift to a smaller cog for me because there's no bigger cog to shift into while I'm struggling on a hill and looking for another (nonexistent) gear.

Tell SRAM that - why would they do it if there wasn't some logical motivation for inventing this? I have no idea. Someone with more shifting/mechanical expertise?
And yes, I'd agree with you that I wouldn't want my bike to downshift when I'm looking for an upshift.
Granted with my Shimano I have a gear-indexer, so I won't be having any surprises..
