Note he did not say "they cause the rider to go over the bars when he uses them." That's a myth. I have the "interrupter levers" also known as "cross levers" or "in-line brake levers" on my Surly. They work great, stopping the bike as well as the regular levers. I don't use them much, but they're nice to have.
